Anlässlich des #AIM-#Memorandum zur 📌 #Europawahl am 9. Juni 2024, äußert sich Hans Peter #Wollseifer, Vorstandsvorsitzender des IKK e.V., zum Thema 💊 #Arzneimittel. Er spricht sich für Transparenz und faire Preise aus und merkt an, dass das Vorhaben der Bundesregierung, mit dem Medizinforschungsgesetz in Deutschland „vertrauliche Erstattungsbeträge“ oder besser „Geheimpreise“ für neue patentgeschützte Arzneimittel einzuführen, um der pharmazeutischen Industrie höhere Gewinnmargen zu ermöglichen, verwundere. Dieses Vorhaben laufe dem europäischen #Solidaritätsgedanken zuwider, ginge doch die Einführung vertraulicher Erstattungsbeträge in Deutschland im Umkehrschluss mit höheren Arzneimittelpreisen für die Gesundheitssysteme anderer europäischer Länder mit weniger Nachfragemacht einher. Das in Deutschland geübte System der #Arzneimittelimportquote zeige, was für Spielräume in der Preisgestaltung existieren. Hans Peter Wollseifer, chairman of IKK e.V., says: "Constantly rising costs for pharmaceuticals are putting increasing pressure on national healthcare budgets. In its memorandum, AIM therefore rightly calls for fair pharmaceutical prices and transparent presentation of the underlying costs, but also for sufficient profits to be made for the industry. Participation in medical progress and security of supply are indeed European issues; national solo efforts are out of the question. It is therefore even more irritating that the German government proposes a plan to use the Medical Research Act to introduce ‘confidential reimbursement amounts’ or rather ‘secret prices’ for new patent-protected medicines in Germany in order to enable the pharmaceutical industry to achieve higher profit margins. This plan runs counter to the European idea of solidarity, as the introduction of confidential reimbursement amounts in Germany would lead to higher drug prices for the healthcare systems of other European countries with less buying power. The system of pharmaceutical import quotas practised in Germany shows what room for manoeuvre exists in pricing. We need to make sure that all people have access to healthcare without inequalities. #Mutuals are interwoven with Europe's social fabric and an integral part of #SocialEconomy. As pointed out in the ##EuropeanActionPlanfortheSocialEconomy, the role of mutuals as social and solidarity economy actors needs to be stressed . Their legal recognition is a must. #Solidarity based not-for-profit health systems tackle health inequalities. Increased not-for-profit health insurance coverage generally leads to #betteraccesstohealthcare improving financial protection and overall health. The #socialeconomy and #mutuals are main actors of and contribute to the achievement of the #SustainableDevelopmentGoals (SDGs). For decades, the social economy has been driving innovative solutions to solve challenges in the world. #Mutuals find a balance between economic efficiency and social and environmental impact. They play a key role in strengthening the productive capacities of people in vulnerable situations, as well as providing social services and environmental protection. Crucial years for solidarity and health: #Useyourvote for a more social Europe! AIM's first priority is: 📢 Promote solidarity based, not for profit health systems ✅ Introduce health equity impact assessments when it comes to EU policymaking to better counterbalance economic issues with social/health concerns; ✅Support Member States to make the necessary adjustments of health care system reforms within the #EuropeanSemester and offer more guidance for the implementation of the principles of the #EuropeanPillarofSocial Rights; ✅Stress the role of mutuals as social and solidarity economy actors as pointed out in the #EuropeanSEEactionplan as well as in the #UNresolutionSEE. We were very grateful to have Thomas Kanga-Tona present at the 5th #PPRI #conference our abstract on "Using AIM’s Fair Pricing Calculator for affordable and evidence-based pricing decisions, transitioning from policy concept to (inter-)national testing". The right to healthcare is recognized as a fundamental right and includes access to medicines. Yet, healthcare systems face affordability and access challenges due to escalating prices of new patented medicines without proper justification. In an attempt to move towards more objective price levels, AIM has developed a fair pricing model and calculator which was tested in Germany and in Belgium. Our tool indicates: ➡ A fair price up to 13 times lower than the currently paid net prices for Germany and up to 18 times for Belgium. ➡ A potential average reduction of 63,3 % for patented medicines (€13,071 bn yearly savings) in Germany ➡ An average price reduction of 76,7 % for all innovative medicines since 2015 (€1,059 bn yearly potential for the medicines budget) in Belgium We are now developing a study to better assess the impact of our proposals at European level. We were also happy to meet there friends from ASCERTAIN, which showcases our model, and who displayed posters during the conference. Besides our presentation, we were very happy to be able to shake hands and meet with friends, or soon-to-be friends from pricing and reimbursement authorities, academia, ministries of health, HTA agencies, health insurance funds with which we share the same objectives. Congratulations again to the team at Gesundheit Österreich GmbH for the warm welcome in Vienna, for the impressive agenda and for turning these conferences into highly-anticipated events.

Very interesting discussions today at the Health, Law & Technology (HELT) Symposium 2024 of VUB: One interesting statement made today was that a major advantage of #AI in healthcare is that diseases can be better predicted. But #reimbursement is only granted, when you are treated for a disease. Working for the umbrella organization of health insurers, I can say that there is a change already going on. Our Estonian members Tervissekassa has changed its name from sickness fund to health insurance fund to emphasize that healthy people and the #prevention of diseases is important. It will be interesting to follow up on this trend and to see, whether this has an impact on reimbursement strategies! But the trend is there! Health & Ageing Law Lab (HALL)

We welcome the adoption of the European Health Data Space (#EHDS) by the European Parliament. Looking forward to the next steps and the implementation phase.

The European Health Data Space (#EHDS) has just been adopted with a strong majority! 🏥 EHDS will become the first European #dataspace (out of 9 planned). 🏥 It will ensure that #healthcare #data can be used by healthcare professionals anywhere in the #EU with autonomy for the individual to restrict its use. 🏥 It sets standards for electronic health record systems to ensure #healthdata can flow between users and with high standards of #cybersecurity. 🏥 Secondary use of health data will allow researchers and other actors to develop new cures and, e.g., manage outbreaks of communicable diseases. Though not a full opt-out for individuals has been agreed as requested by the European Parliament in its mandate, Member States will only be able to override it with strictly limited tasks in the area of #publichealth.
