A prairie is a wonderful place to visit multiple times each season, as something different comes into bloom every week. If folks get to the butterfly garden quickly, they may still have a chance to see the Prairie Smoke “smoking” as it has already gone to seed. Another early bloomer is Golden Alexander which holds its yellow color after it fades. The Blue-eyed Grass was early and is now done blooming, while the Spiderwort, Foxglove Beardtongue, Blue Flag Iris and Canada Anemone are in full force. Just starting this week, one can find Pale Purple Coneflower, White Indigo and Wild Quinine.

Prairie plants have tremendous root systems and are adapted to survive low rainfall, drying winds and fire. Many home gardeners have begun to use prairie flowers in their landscaping because once established, they require little care. Despite the dry spring and early summer in Decorah, the prairie and butterfly garden plants look great! The Butterfly Garden is a place where visitors can come to see individual specimen plots and learn the growth habits of flowers and grasses they may be interested in trying in their own landscape. Decorah Schools renew agreement for Canvas Learning Management System By Roz Weis Decorah Community School District (DCSD) Board of Directors approved renewal of the Canvas Learning Management System cloud subscription for $47,246.40 during a special meeting Monday night. A portion of the expenditure ($29,616.40) is covered by the eLearning grant funds made available from the state. The eLearning grant in the final year of a five-year commitment. The district’s final cost for the one-year Canvas LMS subscription renewal is $17,630.40. District Technology and Information Services Director Shawn Gordon informed the board about the Canvas platform, which is designed for

students in grades K-12 for information sharing, instruction support, online learning and more. The Canvas cloud system is used by many school districts throughout Iowa, at community colleges and at Iowa State University and the University of Iowa. “Since it’s the last year of the grant,” Gordon said, “we are lobbying for the state to cover more than they covered in previous years.” After discussion, board members voted unanimously to approve the expenditure. The meeting concluded with several hours of board self-evaluation discussion led by Tammi Drawbaugh, Board Development Director from the Iowa Association of School Boards.

The Winneshiek County Supervisors discussed a variety of topics at their Monday, June 19, regular meeting. A public hearing was set for July 10, at 9:30 a.m., regarding the vacation of the portion of road leading to the previous Ridgeway Lutheran Church Parsonage, now being sold to a private seller. The portion of the road was kept as county property while the parsonage was in use by the church. The road can now be vacated and turned over to the adjacent private property owners and put back on the tax rolls. Road project updates Interim County Engineer Isaac Wiltgen reported that the 175th Street repaving project near Calmar was nearing its end, with painting of the road planned for this week and the road reopened to through traffic. He noted they would continue to work on a bit of seeding yet to be done, but that the 175th Street project had gone quickly and smoothly. The Bridge 237 on 210th Street still needs a guard rail installed before being opened to public traffic. Bridge 317 on Wren Valley Road had the railcars set last week, with

final project tasks to be completed in a couple of weeks in the bridge replacement project. Once landowners sign off on the right of way and retracement, the county will move on initiating vacation of the road. Wiltgen noted once the road crews finish the shouldering on W14 following a box culvert installation, they would be moving to the Frankville Road to replace some concrete pipe there this summer.

Townline Road discussion In other business, resident Rhonda Olsgard brought a petition to the board with 60 signatures of landowners and residents who travel Townline Road. The petition was requesting the supervisors reinstate Townline Road into the five-year plan for hard surfacing, as it was included for completion 20 years ago. Olsgard reported that dust control efforts have been fruitless this year, and submitted an email from Zach Wegmann of NEIA Dust Control detailing the condition of the road which, “makes it very difficult to establish an effective dust control treatment without the use of extreme quantities of product. The high level of fine dust in combination with a large amount of traffic

makes it very difficult to establish effective Dust Control.” Wegmann added later that with the amount of money and resources it would take to establish dust control, “it would make more sense to have the road paved.” Olsgard noted any rock applied to Townline Road is short-lived due to the large vehicles, trucks and farm equipment that travel the road and use it as a shortcut between Highway 52 and Middle Calmar Road – traffic she reported “on some days it can be non-stop.” Olsgard also reported the dust control reapplied last week was already faltering within a few days, with the fine dust from the road’s surface once again creating safety concerns for vehicles on the road. Wiltgen agreed with Olsgard’s assessment. “All the statements and concerns stated are legit. It’s just a matter of money.” Wiltgen also noted it would take complex regrading of the road, with one to two years of work before the road was ready to pave, if the project moved forward. Previous estimates of simply grading Townline Road, just west of Middle Calmar Road, were upwards of $800,000 due to the road’s steep hills and valleys. This led to concerns with existing landowners’

driveways meeting up with the new road and grade. Supervisor Shirley Vermace noted, “We can discuss it, but not without a new engineer in place. And we’d have to kick another project off the approved five-year plan for 2024.” Supervisor Dan Langreck added, “All the Farm to Market funds were spent in the current plan, so there’s no new funding for another project that won’t mean removing another project.” Supervisor Mark Vick added, “Gravel roads are cheaper to maintain, and it’s usually been the cost of the repaving project has put the dollars we have focused on maintaining the roads that are already paved, which we can’t even do that as well as we’d like.” Winneshiek County has not paved a gravel road to hard surface in 20 years, according to Auditor Ben Steines. More discussion on the matter will be held at future meetings.

Winneshiek County residents should watch their mailboxes over the next week for a survey coming from the Winneshiek County Planning & Zoning Commission. The commission is seeking public perspectives on natural and historic resources in the county, and a random sample of 2,200 registered voters will be receiving an envelope addressed from Winneshiek County Zoning which contains a questionnaire to fill out and return. The survey is a continuation of a project which began with a series of five open community meetings throughout the county in the fall of 2022. Meetings were focused on asking residents to identify the natural and historic resources they most value and want to protect. The coming survey builds on those meetings to ask a broader group of people to evaluate their priorities for key resources emerging from those meetings, including water, farmland and historic sites. The results of the project will be shared with the public and with the county and may inform future land-use decisions in the county. Any Winneshiek County resident that would like to complete the survey but does not receive a paper copy in the mail in the next week can choose to participate through an online survey which will be made available after the initial mailings go out. Sixty-two Iowa students took top honors at the National History Day in Iowa contest and will advance to the national contest at the University of Maryland, College Park, Md. The state contest, held in April at the Iowa Events Center in Des Moines, featured 498 tough competitors including several students from Decorah schools. Finalists traveled to Maryland June 11-15 where they compet-

ed in the National History Day national contest against nearly 3,000 students from the United States and around the world. “National History Day is a year-long academic program that gives students an opportunity to learn about history and develop skills that will last a lifetime,” said State Historical Society of Iowa Administrator Susan Kloewer. “We congratulate our state winners and wish them well as they represent Iowa at the national contest.” National History Day challenges students to research, develop and present papers, exhibits, documentaries, websites and performances about historical topics related to an annual theme. This year’s theme is “Frontiers in History: People, Places, Ideas.”

Sheriff’s response sheds light on resources requested for private events ice cream DINE-IN

For the Record is part of a series of informational articles aimed at helping clarify some of the hot-topic issues currently facing the area.

In this issue, we hear from Winneshiek County Sheriff Dan Marx, whose response defines the stance of the Winneshiek County Sheriff’s Office regarding a recent event that traveled through the county. The following is from Sheriff Marx. –––––––––– The following is in response to numerous accusations and attacks that WMT radio has been waging against me and my office on multiple media and social media platforms. WMT Radio out of Cedar Rapids sponsors and hosts an annual “Tractorcade” event. WMT (branch of iHeart Media Incorporated out of New York, NY) is a large private for-profit business. The $150 entry fee plus additional costs, that go directly to the coffers of WMT/ iHeart Media is charged to each participant wishing to participate. Furthermore, there are multiple businesses and corporations that sponsor the event and that WMT profits from. WMT has been sponsoring this event for many years. During this time, they have successfully been able to get publicly-funded law enforcement agencies to go along with providing private security functions, such as shutting down highways and busy intersections to motorists, for

Winneshiek County Sheriff Dan Marx their private event and subsequent personal profit. I respect the decisions that other agencies make. Every situation is unique and needs to be vetted as such. However, I am responsible and accountable to the taxpayers of Winneshiek County, and every decision is made with this in mind. Therefore, WMT has become quite upset with me and my office for not being willing to commit thousands of our citizen’s hard earned tax dollars to shutting down multiple roadways and intersections for hours on end (4 hours), thus making our motorists late for work, meetings and doctor’s appointments on the taxpayer’s dime. If we were to start committing multiple deputies (which would require paying out a significant amount of overtime) to every run/walk, ATV/UTV, horse, classic car, motorcycle, snowmobile, bicycle ride, etc. occurring nearly every week (or every day) somewhere in Winneshiek

County, we will need to drastically increase our budget and commit multiple deputies fulltime to these events. As I expressed to the organizers at WMT, I fully support them coming through our county and spending their time and money here, as I am a big proponent of tourism and the benefits it brings us. However, I am tasked with a responsibility to our citizens that their tax dollars are being utilized appropriately. Furthermore, I must be able to explain and back up everything we do. If we start providing services such as this for every private event, where does it end? We have to be prepared to finish whatever we start to ensure equity to all of our citizens, not just those with means, wealth or influence. We have been extremely busy investigating deaths, overdoses, drug abuse, sexual assaults, domestic assaults and multiple other crimes and life altering situations. We simply cannot justify diverting our already very limited resources to hours of traffic control for private for-profit events on the backs of the Winneshiek County tax-

I reminded the organizers at WMT that tractors on the roadways are subject to our traffic laws just like every other motor vehicle on the roads, and if they were followed, they should not have any safety issues. I also assured them that if they ran into any specific safety concerns to give us a call, and we would gladly respond and assist them as appropriate and practical. Unfortunately, they were not satisfied with that answer and have decided to respond in this very misleading fashion. Furthermore, I had communicated my position well in advance to the organizers at WMT, so this in no way should have come as a surprise to them. The bottom line is that my decision was based on the guiding principles of the position I hold, and I stand behind it. ~ Sheriff Dan Marx Response A response was sent to Sheriff Marx from WMT Radio and posted on Facebook: “During Tractorcade earlier this week, some comments made by our staff members cast Sheriff Marx and the Winneshiek County Sheriff’s Office in a negative light. tion, company and unwavering supporters of law enforcement throughout Iowa and the rest of the country, it is not something we stand by. We have since reached out to Sheriff Marx and his office and apologized for the fallout the comments caused and are taking measures to make sure our employees will not engage in this behavior again. We look forward to a good working relationship with him and his office in the future.”

4th Graders Excel at the Noetic Learning Math Contest

Twelve fourth-grade students from Carrie Lee Elementary Extended Learning Program competed in the Noetic Learning Math Contest this past spring. Henry Moellers was the team winner and also won a National Honor Roll title. Keri Felke

Keri Felke, 46, of Decorah, died on Wednesday, June 7, 2023, at Gundersen Health Systems in La Crosse, Wis. God gifted the world with Keri Lyn Felke on May 9, 1977. He chose to take her home on Keri Felke June 7, 2023. Her impact will be felt for a long time. She completed the “Felke sisters” with Shelley and Kim. Their parents, Leon and Sandy (Snitker) were charged with raising these girls to the best of their abilities – not an easy task. Keri spent her early years growing up in the “flats.” Many childhood friends were made in this area of Decorah at a time when things were easy. It was a great neighborhood to raise kids. Keri graduated from Thomas Robert’s High School in 1995. Keri started her restaurant career with her mother, Sandy, in 1997. They operated Burl’s Restaurant on Montgomery

Marilyn Wahlberg

Marilyn Ann Wahlberg, 93, of Decorah, passed away peacefully on Tuesday, June 13, 2023, at her home in Decorah. She was born to Einar and Florence Pearson at Swedish Hospital in MinneapoMarilyn lis, Minn., on Wahlberg May 13, 1930. Marilyn and her younger brother, Allan, grew up spending many summers on their grandparent’s (Ma and Pa Berglund’s) farm in Milaca, Minn., and had great memories of their time throughout their younger years spending Sundays with their parents on outings, a rare time off for their father who normally worked 16-hour days at his sheet metal shop. Marilyn was a gifted pianist and accompanied her high school orchestra, many soloists, church choirs and high school musicals throughout her years. She was an amazing card player, baker, cook, active volunteer and friend to anyone she met.

Street in tandem with her sister, Kim, and brother-in-law, Mike Sims, operating the gas and convenience store SCS on the other side. Breakfast at Burl’s was legendary, as were their noon lunches. Keri’s work ethic as a young adult was impressive, a trait that would prove important through her life. She reconnected her love of softball and volleyball and joined the Eclips team. Many friends were made through this connection. When she and her mother sold Burl’s in 2002, Keri looked for work in a different direction: bookkeeper, office manager and golf course assistant manager. She was searching for her next passion. To fill her off time from the golf course in the winter she was asked to “fill in” as a temporary front desk person for her softball and volleyball team at Eclips. One thing led to another, and she joined the Eclips team as a full-time front desk person. Keri gave 110 percent. She managed the front desk, filled orders and cleaned. Still looking for that new passion, she enrolled in LaJames Cos-

metology School as a nail tech. She worked six hours a day, drove 90 minutes to school one way, studied for another six hours, graduated and became one of the first licensed nail technicians in Decorah. If you ever experienced a manicure or pedicure from Keri, you know you had one of the best. Keri’s clients became friends and her co-workers became family. Another dream came true in May 2018. The Fireman’s Inn in Ridgeway came up for sale and the lure of the restaurant business called her back. With this new drive, Keri committed herself to making this venture a success. She also embraced her new community and what would, of course, become her new Fireman’s family. Again, her noon lunches, specialty dishes, pizza and pretzels became a new favorite in the surrounding areas. If Keri was cooking, there was nothing better. Keri worked hard to build her team. Constantly striving for perfection in service and entrees was Keri’s goal. Keri loved her Fireman’s patrons and family. Keri’s niece and nephews

were also a huge part of her world. Soccer and football games filled her spare time. She loved them unconditionally and being with them was her joy. Keri was a gift to all those who loved her. If there is a grill or pizza oven in heaven, you know she’s cooking for them all! Hopefully, there’s a side of ranch dressing. Those left to cherish her memory are her parents, Leon and Sandy Felke; sisters, Shelley (Kevin) Patten of Jane Lew, W.V., and Kimberly (Michael) Sims of Decorah; niece, Kaisha (Sarah) Benson of Minnetonka, Minn.; nephews: Kalob (Kendra) McCaffrey of Fairmont, W.V., and Gunnar and Archer Sims of Decorah; great nephews: Kane McCaffrey, Kullen McCaffrey and Brooks Benson. Funeral services were held Thursday, June 15, at Washington Prairie Lutheran Church in rural Decorah with Rev. Jennifer Edinger presiding. A memorial fund has been set up for Keri. Donations may be dropped off at any of the Kerndt Brothers Banks around the area.

Marilyn didn’t know a stranger and made everyone she met feel loved and special. Her recall of people and how she knew them was uncanny. Friendships/relationships were the number one priority in her life – if she learned of a friend in need or a cause for volunteers, she was the first in line to respond with her time, a casserole, or her incredible brownies or baked goods. Marilyn married Ray Wahlberg on March 18, 1950. They were married for 53 years and raised five children together starting in Richfield, Minn. Marilyn worked many different jobs throughout their early years to help put Ray through law school, then as a teacher’s aide in Kenyon, Minn., public schools while the kids were young, and in the Career Services Office (St. Olaf College) and the Alumni Office (Luther College) in later years. Marilyn amassed many friends in all the places she lived – Minneapolis, Richfield, Kenyon, Northfield and lastly Decorah. Always entertaining and hosting events, she was the epitome of the

“hostess with the mostest.” Marilyn was extremely proud of her Swedish heritage, something she attributed to pretty much any success, or question as to her longevity, in life. Her close connections with her family in Sweden have extended to the relationships her kids now have with their Swedish family. Anyone who met Marilyn would leave their encounter more often than not, knowing she was (proudly) 100 percent Swedish. Having mostly lived in predominantly Norwegian settlements throughout her life, she recently said, “But I like Norwegians too, they’ve been accepting of me.” Her family couldn’t agree more. Marilyn is survived by her brother Allan of Mansfield, Mass.; sons: Randy (Pam), Brad (Rhonda), Tom (Beth) and John (Alice); daughter, Kathy;

grandchildren: Barry (Sarah), Brady (Emily), Jenna (Eivind), Anders, Nick, Taylor, Annika and Jackson; and great-grandchildren: Madison, Sterling, Beau and Bennett. Marilyn is preceded in death by her parents, sister-in-law Myrna Pearson and son-in-law Rob ‘Doc’ Fuqua. Funeral services were held Tuesday, June 20, at First Lutheran Church in Decorah with Rev. Michael Wilker presiding. Burial will be at Holden Lutheran Church Cemetery in Kenyon, Minn., at a later date. Caroline Weis

Caroline Louise Weis, age 86, of Decorah, Iowa, and Fort Myers, Florida passed away peacefully on February 13, 2023 in her Decorah home. Caroline was born March 27, 1936, to Gavin and Jo- Caroline Weis sephine Hjerleid of Decorah. She was baptized and confirmed at Decorah Lutheran Church and graduated from Decorah High School in 1954. She then matriculated at the Lutheran Deaconess School of Nursing in Chicago, IL, graduated with an R.N. degree specializing in obstetrics, and became O.B. supervisor at a large hospital in Chicago. In the summer of 1965 Caroline moved back to Decorah and became the head of nursing at Decorah Hospitals. A few months later, Caroline met Jim Weis at Luther’s Homecoming weekend and were married on May 28, 1966. For the next 15 years, Caroline was director of nurses for Decorah Hospitals, during which time Jim’s and Caroline’s three children were born. The first, Matthew, on July 25, 1970, followed by David on January 4, 1973, and lastly, Mary, on September 19, 1975. Soon after, she spent 15 years volunteering as nurse and health teacher at St. Benedict’s School. Caroline engaged herself in the intricate art of rosemaling. She had the privilege of working with Sigmund Aarseth, world-renowned artisan. She created many expertly-done works of art, most of which were given to friends and family to beautify their homes and special places. Caroline was active in several organizations. She led various ladies’ groups at St. Benedict’s Church, was a member of Beta Sigma Phi, and served as the ladies’ president at Oneota Golf and Country Club where she headed numerous committees. She also was active in bridge clubs. In addition, Caroline loved to

bake. Friends and family craved her chocolate chip cookies and her delicate Norwegian treats such as krumkake, rosettes and lefse, were among the favorites. Caroline was a talented piano player and played by ear. Hours upon hours of glorious music could be heard in her home. She loved gathering family around to sing while she accompanied. A treasured event was singing Christmas carols with the Hjerleid family. One of her favorite destinations was Fort Myers, FL where she and husband Jim acquired a home. They spent as many winters as possible in their tropical paradise. She is survived by her husband, James A. Weis, two sons, Matthew J. (Dawn) Weis of Decorah, David J. (Anne) Weis of Wauwatosa, Wis., one daughter Mary C. (Magnus) Hellmark of Örebro, Sweden, one brother, Homer A. (Renee) Hjerleid and sisters, Sandra (Carleton) Kittelson, and Betty Wilson, all of Decorah, two sisters-in-law, Liz (Gabe) Alvarado, Grass Valley, Cali. and JoAnn (Tom) Martindale, Santa Cruz, Cali. Caroline has five grandchildren, Kajsa Caroline and Annika Britt Hellmark of Örebro, Sweden and Sarah, Patrick and Nora Weis of Wauwatosa, Wis. Data Bike to provide information on Winneshiek County Bike Trails Winneshiek County Conservation will be using the Iowa Data Bike to collect and record trail conditions on the county’s bike trails. The Data Bike is an electric bike equipped with sensors to read and record pavement roughness, cracks, bumps and more. In addition, the project will record trail conditions with photos using a GoPro Hero5 camera and capture Google Street View images using a GoPro Max 360 camera. This information will be used to create targeted maintenance strategies and to secure grant funding for trail maintenance and repairs. Local resident Ray Torresdal has volunteered to operate the Data Bike, riding more than 30 miles of the Prairie Farmer Recreational Trail, Trout Run Trail and Freeport Trail

in both directions. Torresdal is an avid cyclist who volunteers on the Trails of Winneshiek 28E Committee and served 10 years as the Winneshiek County Conservation Board Chair during the construction and paving of these trails. DHPC Historic Preservation Award Ceremony for Vesterheim and Depot Outlet The Decorah Historic Preservation Commission (DHPC) held an award celebration May 15 of Vesterheim Museum and The Depot Outlet at Vesterheim’s Painter Mill outdoor gathering space. DHPC Chair Mark Z. Muggli noted that historic preservation awards often celebrate individuals who have rehabilitated historic properties. “This year’s awards,” noted Muggli, “hint at the wide range of conditions necessary for effective historic preservation, including everything from generous funding to imaginative landscaping.” Vesterheim NorwegianAmerican Museum Vesterheim was recognized for its imaginative, publicly-accessible Heritage Park landscaping, which has reinvigorated the museum’s historic building collection. DHPC Vice Chair Hayley Jackson said, “Because of the new landscaping, Vesterheim’s Heritage Park now tells a more dramatic and coherent story about the immigrant experience. DHS Community Club gives to Helping Services

Members of Decorah High School’s Community Club take pride in finding ways to give back to the community, and senior leader Rorie Wiedow took the lead in organizing a fundraiser to do just that. Members sold frosted cookies provided by Kailynda Davis, Decorah graduate and owner of Kai’s Kreations in Cedar Rapids. As students purchased cookies to share with their classmates, they also voted for one of four local entities to receive the profits of the fundraiser. Attorney H.F. Barthell and Gideon Seegmiller appeared before the Decorah City Council last week to debate the subject. …There is no question that the new rationing of meat and other foods, along with gasoline and more supplies, is very important to America in the war effort, and the public is happy to comply and cooperate. However, in some cases, it appears that sound common sense is forgotten and red tape takes its place. Locals are debating the rationing on an everyday basis. …Fresh cut roses – 79 cents per dozen at the Gamble’s Store in downtown Decorah.

SEVENTY YEARS AGO: Work is progressing on that new Decorah Drive-In Theatre which is being erected on the former Carl L. Wennes property just off of the Freeport Blacktop at the junction of Highway No. 9 about 1 ½ miles southeast of Decorah. According to owner, Hod Engbertson, the opening date of the drive-in depends entirely upon the weather. …Tekippe’s is celebrating their 5th birthday in business here. Free: One Rinse Tub with every Maytag washer sold in the store. …Plans to erect a drive-in theatre on Highway 52 midway between Calmar and Decorah have been disclosed. According to tentative plans, the theatre will be constructed on the former Ed Wenthold property located about 4 ½ miles south of Decorah.

Memorial monument erected in Osage for nationally-known marching music group Courtesy of Keith Richards Over 60 former members of the Precisionnaires Drum & Bugle Corps gathered in Osage last fall to dedicate a monument to their achievements. With funds donated by past members and full support from the City of Osage, a two-ton limestone marker was placed in Osage City Park in front of the Cedar Valley Complex. The main catalyst for the idea of a monument was Scott Lee, one of six boys who were members of the corps for all 11 years of its existence. At the dedication, Lee remarked that even 50 years later, “The experience of marching with Osage birthed a deep passion in all of us that doesn’t seem to die.” After talking to others, he felt it was time to commemorate their achievements and tell their

story. From 1965 to 1976 the Precisionnaires put Osage and all of northern Iowa on the map, going from a ragtag group of 35 little boys to a co-ed unit that competed nationally against the best corps of the era. Osage was one of the smallest towns in North America to sponsor a national championship caliber drum corps. Although their numbers were smaller and members were mostly younger (12 to 20 years old) than the other top corps, they held their own from 1973 until 1976, finishing as high as 14th place in the national championships in 1975. At the dedication ceremony, many members stated that they didn’t realize what they had achieved at the time and how much the corps had impacted so many people. Lori (Rosendahl) Fox said, “I didn’t realize ‘til I got older how important [the corps] was,

how it built my discipline, my ethics, my work ethics, all of that. It made me who I am.” She now realizes that “it really was quite the impact for everybody, not just the people who were in corps, but the whole town, even surrounding towns.” In their later years, the corps added members from other towns in north and central Iowa including Riceville, Greene, Decorah, Lake Mills, St. Ansgar, Nora Springs, Dows, State Center and Waterloo, as well as a few kids from Austin and Minneapolis, Minn. Along with the memorial monument, a group of corps alumni have created a wall display at the local American Legion Hall where the corps was first formed and are in the process of publishing a historical book that will be available in early 2023. SIXTY YEARS AGO: The Decorah Park Commission recently completed another step towards improving the park system here when the winding road into Palisades Park was blacktopped and oiled. Cost for the project - $5,000. Work on the Palisades resurfacing project was completed in a 10-day period. Many motorists had not traveled on the park road because of dust and the bumpy, rough road conditions. …Work on Decorah’s new elementary school is progressing

rapidly, and an outline of the new building now rises against the skyline just across the street from the Thomas Roberts Building.

A housing task force has been exploring what other communities are doing to provide housing for residents. Tax abatements are among the considerations. …The “Kiss A Pig” fundraiser recently raised more than $20,000 for the American Cancer Society. Law Enforcement Decorah Police Decorah Police and Winneshiek County Deputies were called to disturbance at the Corner Bar, 121 East Water Street, in Decorah on June 10 at approximately 1:43 a.m. After further investigation, it was determined that a fight had taken place inside of Corner Bar. All parties were separated and the individual who started the fight was identified as Andre Shalimar Kashif Richards, 44, of Calmar. Richards was placed under arrest for a violation of Iowa Code Chapter 723.4(1) (a) – Disorderly Conduct. Richards was transported to the Winneshiek County Jail without incident. Decorah Police officers arrested 38-year-old Lawrence Robbins of Decorah on June 13. Robbins is charged with two counts of sexual abuse and sexual exploitation of a minor. Robbins was transported to the Winneshiek County Jail, and was later transported to the Fayette County Jail where he is held on a $25,000 bond. Decorah Police conducted a traffic stop on Highway 52 June 15 at 5:27 am. Officers arrested 52-yearold Richard Michael Blaess for operating while under the influence, 1st offense. Blaess also received citations for speeding and open container. He was transported to Winneshiek County Jail without incident. Decorah Police arrested 26-yearold Michael Jefferson of Decorah and 21-year-old Jacob Riniker of Elkader for public intoxication on June 18 at 1:27 a.m. in the 200 block of East Main Street. Winneshiek Co. Sheriff A vehicle driven by Lonnie Pierce, 70, of Decorah, was southbound on Highway 52 when a black bull entered the roadway from the east. Investigating officer reported it was a dark, rainy morning, which made the bull hard to see, and the vehicle struck the bull head on. The bull, owned by Darryl Hovden of Decorah, was injured, but walked to the nearest farm. The driver denied medical attention. There was significant damage to the front of the 2017 Ram truck, estimated at $15,000. Damage to the bull was estimated at $1,500. Winneshiek Sheriff’s Office was called to an accident involving two vehicles westbound on Charles Street in Calmar on June 8. Mark Schmitt, 77, of Fort Atkinson reportedly hit the brakes of his vehicle for a vehicle in front of him as it was slowing to turn into the Calmar Pool. The driver another vehicle, Kim Bridges, 35, of Fort Atkinson, said the sun was in her eyes and it was difficult to see, and she did not notice the first vehicle braking ahead of her. Her vehicle rear-ended the Schmitt vehicle. Damages totaled $12,000 to Bridges’ 2018 GMC Terrain and $4,000 to Schmitt’s 2017 Ford pickup. A 2017 Chevrolet Tahoe received $45,000 in damages in an accident June 10 on County Road V64 near Jackson Junction. Winneshiek Sheriff’s Office reported Ronald Jensen, 70, of Cresco, was northbound on V64 north of Jackson Junction when he reportedly had a medical incident causing his vehicle to leave the roadway. The vehicle entered the east ditch, rolled

several times over 128th Street, and landed in the ditch on the north side of 128th Street. The Sheriff’s report stated Jensen became entrapped and sustained severe injuries. He was transported by ambulance to Winn Med in Decorah. Mary Jo Roney, 53, of Postville, was cited for failure to maintain control following an accident June 8. Roney was southbound on Frankville Road. She told investigating officers she had just finished an overnight shift, and she stated she had closed her eyes “for a second” and went off the roadway. The vehicle crossed the centerline and entered the ditch on the east side of the roadway. She woke up and jerked the wheel to the right and the vehicle struck a utility pole. The vehicle totaled and the utility pole was broken at the point of impact. Alliant Energy was notified and sent a crew to secure the pole. The driver was not injured and denied medical attention. Damages totaled $5,000 to the utility pole and $10,000 to the 2003 Buick Park Avenue. 63-year-old Jonathon Hougen of Decorah was cited for failure to obey traffic control device following an accident June 18. Winneshiek County Sheriff’s Office reports Haugen was traveling north on Bluffton Road in Winneshiek County, approaching the intersection with County Road A18. Hougen failed to stop at the stop sign at the intersection, and his vehicle entered the ditch and slammed into the embankment. Hougen and three of his passengers, Kay Stevens, 58, Cindy Greteman, 66, and Angela Boes, 50, all of Carroll, were transported by Harmony Ambulance and WinnMed Ambulance to WinnMed for non-life-threatening injuries. Damages were estimated at $12,000 to Hougen’s 2014 Ford F-150. Hougen was ticketed for Failure to Obey Traffic Control Device. Winneshiek Sheriff’s Office was called to investigate a two-vehicle accident on Lincoln Highway Road June 15. A 2003 Mack dump truck driven by James Bork, 59, of Postville, was westbound on Lincoln Highway Road and had stopped and was waiting to turn left into a quarry. A westbound 2018 Chevrolet pick-up driven by Wayne Huinker, 66, of Decorah, was traveling at approximately 25 miles per hour and had crested the hill, and was lost in the dust. Huinker swerved to the left, and the back-right quarter panel of his vehicle came in contact with the back-left corner of the dump truck. Huinker’s vehicle sustained $20,000 in damages and was totaled in the accident. There was $100 in damages to the dump truck. Dust on the gravel road was the major contributing factor in the accident. No injuries were reported. Brendon Denecke, 22, of Genoa City, Wis., was cited for no valid driver’s license following an accident on a dusty gravel road June 14. Denecke’s vehicle was following another vehicle on the gravel road and did not realize the other vehicle was turning or slowing down. His vehicle took the ditch to avoid a hitting the other vehicle. The officer’s report stated there was a strong odor of burnt marijuana inside the vehicle, but no items were found inside.

Decorah Community School Board Special School Board Meeting Minutes Central Administration Office Monday, June 19, 2023 5:00 p.m. Present: President Ronald Fadness, Directors: Cindy Goodner, John Hjelle, and Brian Petersburg. Supt. Dr. Tim Cronin, Board Secretary Darlene Woodhouse, and Director of Technology Shawn Gordon. Director Lange was absent. Woodhouse and Gordon left the meeting at 5:20 p.m. President Fadness called to order the Special School Board meeting at 5:14 p.m. Director Petersburg moved, seconded by Director Hjelle to approve the Canvas LMS Cloud subscription for $47,246.40. The district will be reimbursed $29,616.00 from eLearning. The district final cost will be $17,630.40. Motion carried by all voting aye. The board participated in a board self-evaluation session with direction from Tammi Drawbaugh, IASB Board Development Director. Decorah (Iowa) Public Opinion June 22, 2023 NOTICE OF PROPOSED ACTION BY THE WINNESHIEK COUNTY MEMORIAL HOSPITAL (dba WinnMed) TO INSTITUTE PROCEEDINGS TO ISSUE ITS HOSPITAL REVENUE BONDS AND BORROW MONEY The Board of Trustees (the “Board”) of the Winneshiek Medical Center dba WinnMed (the “Hospital”) will meet on the 12th day of July, 2023, in Conference Room B1/ B2/B3 at the hospital facilities located at 901 Montgomery Street, Decorah, Iowa 52101 (the “Hospital Campus”), at 4:00 p.m. for the purpose of instituting proceedings and taking action to issue its hospital revenue bonds or notes (the “Bonds”) and borrow money in a principal amount not to exceed $45,000,000 for the purpose of (1) undertaking improvement projects for the Hospital to include, without limitation, two new additions for the primary and specialty clinics and a surgery addition, and renovations to the primary/specialty clinic, labor and delivery, and surgery departments, along with site improvements located on the Hospital Campus (collectively, the “Project”), including the funding of any reserve funds, and (2) paying costs of issuance and other associated costs and expenses relating to Bonds. The Project will be owned by the Hospital. The Hospital’s obligations to repay the Bonds will be payable solely and only from the net revenues of the Hospital. The Hospital proposes to borrow the money in the foregoing principal amount pursuant to authority contained in Chapter 347A of the Code of Iowa. The Hospital plans to provide interim financing for a portion or all of the costs of the Project through the issuance of bonds, notes or other obligations (the “Interim Obligations”) pursuant to authority contained in Section 76.13 and Chapter 347 of the Code of Iowa, which Interim Obligations will be issued in anticipation of the issuance of the Bonds and will be payable from the proceeds of the Bonds, the net revenues of the Hospital and/or other sources. At the aforementioned time and place, oral or written objections may be filed or made to the proposal to borrow such money. After receiving objections, the Board of the Hospital may determine to borrow such money, in which case, the decision will be final unless appealed to the District Court within fifteen (15) days thereafter. Board Minutes Monday June 12, 2023 The Board of Supervisors met at 9:30am June 12, 2023 with all members present. Lee Bjerke, County Engineer, met with the Board to discuss road matters. Moved by Vick and seconded by Faldet to approve the consent agenda which includes the minutes of the last meeting, the claims filed with the Board, and the liquor license for Luna Valley Farms. Motion carried unanimously. Isaac Wiltgen, Assistant County Engineer, met with the Board to discuss the proposed contract to serve as the Interim County Engineer after Bjerke leaves that position. Moved by Vermace and seconded by Kelsay to approve the contract with Wiltgen. Motion carried unanimously. Faldet presented the Request for Proposals to distribute to financial firms to compile an analysis of the Integrated Roadside Vegetation Management Program. Moved by Faldet and seconded by Vermace to proceed with the distribution of the RFP. Motion carried with Kelsay, Langreck, Vermace, and Faldet voting aye; and Vick voting nay. Moved by Faldet and seconded by Vick to approve the Cigarette and Tobacco permits for businesses in rural areas. Motion carried unanimously. Andy Van Der Maaten, County Attorney, met with the Board. They discussed the timeline and procedures for hiring a new County Engineer. This item will continue to be discussed for several of the next scheduled meetings. Warriors start busy week with wins over CR With at least one game every day this week, the South Winn softball team (13-11, 9-1 UIC) started it off with two conference wins at home Monday, with a non-conference battle that went to Riceville Tuesday night.

Conference battle Monday, the Warriors hosted Clayton Ridge (7-15, 4-8 UIC). In game one, South Winn won, 11-1, having scored at least one run in five of the six innings played. South Winn had 16 hits. Abby Wagner was 3-for-4 with two doubles and an RBI. Morgan Kriener also had three hits with a double and drove in two runs. Britney Hageman, Morgan Kleve, Isabella Opperman and Avery Luzum all had two hits each.

Big innings lead to wins for TV girls By Logan Manderfield It was a busy slate to start the week for the Turkey Valley softball team (9-14, 8-2 UIC), starting the week with a pair of doubleheaders both in and out of the conference Monday and Tuesday. The Trojans came away with two wins over the four games. Monday recap Monday night, the Trojans took on the West Central Blue Devils (4-17, 2-10 UIC) in a two-game conference series, earning a sweep in convincing fashion, 19-9 and 14-4. West Central got out to an early 4-0 lead at the bottom of the first inning of game one. Turkey Valley then cut the Blue Devils’ lead in half at the top of the second inning and took a 5-4 lead at the top of the third inning. However, West Central quickly took back the lead by also scoring four runs at the bottom of the third inning, making the score 8-5 in favor of the Blue Devils. The Trojans then went on a tear, scoring a combined 14 runs over the course of the last four innings of the game. West Central was unable to replicate Turkey Valley’s success, as the Trojans allowed just one more run to be scored for the rest of the game. Sierra Morris was in the pitcher’s circle ringing up seven batters and allowing seven hits. At the plate, Clare Courtney went 2-for-4 with a double and three RBI. Maici Weber was 3-for-5 and drove in three runs as well. Producing another three hits was designated hitter Brianna Busta with a pair of RBI, while Morgan Vsetecka and Aubrey Hoffert had two hits each. The remaining two hits were had by Alison Leibold

Another good W In their last conference game of the season, Turkey Valley took down the Clayton Ridge Eagles (5-17, 4-11 UIC) on the road 13-3 in Garnavillo. At the top of the first inning, Turkey Valley took a 1-0 lead, and at the bottom of the second inning, the Trojans scored another two runs, extending the lead to three runs. The Eagles started to mount a comeback and brought the Trojans’ lead back down to just a single run at the bottom of the third inning, but that would soon change. At the top of the fourth inning, Turkey Valley went on a tear and scored four runs. They repeated their success once again at the top of the fifth inning when they scored another five runs. During the same time frame, Clayton Ridge only scored one run, making the score 12-3. The Trojans were able to extend the lead to 10 runs at the top of the sixth inning, which allowed junior pitcher Russell Nieman, who took over from freshman pitcher Logan Busta, to end the game an inning early.

Turkey Valley was unable to keep Saint Ansgar close in game one, allowing the Saints to score 15 runs. Since Saint Ansgar did not score most of their runs until later in the game, the Trojans were able to narrowly avoid being subject to the mercy rule. Though the Saints were able to make contact on a large number of pitches, Turkey Valley also committed a substantial number of errors. Combined, these factors allowed Saint Ansgar to grab a 15-3 over the Trojans. In game two, Saint Ansgar got out to an early 1-0 lead at the top of the first inning. The Trojans then took the lead at the bottom of the first inning after scoring two runs. Unfortunately for Turkey Valley, not much else would go their way for the rest of the night. West Central scored four runs at the bottom of the third inning, but those would end up being the only four runs that the Blue Devils would score for the entire game. Turkey Valley then scored a run in each of the final three innings, bringing the Trojans’ lead to 10 runs. Because of the mercy rule, the Trojans were able to finish the game and were able to beat the Blue Devils in just six innings instead of a full seven-inning game. The game two win went to M. Weber on the mound with five strikeouts with H. Weber striking out two in relief. TV garnered 11 hits in the contest with Olivia Snyder going 3-for-4 with a double and three RBI. Courtney, Jacqlyn Schmitt and Vsetecka also produced doubles for the Trojans.

One run in the second, three in the third and one in the fourth gave the Warriors their second win of the night, 5-3. South Winn scattered 10 hits among seven batters. Kleve and Opperman both were 2-for-2 with a double. Kleve tossed all 13 innings on the night, giving up a total of seven hits with 16 strikeouts. “I am very happy with our defense and pitching. We hit good in game one and had just enough to win game two,” said Coach Ken Buchheit.

SW sweeps Kee; falters at NFV

After playing two close games with Kee Monday and coming out victorious, the South Winn baseball team (165, 12-0 UIC) suffered its first conference loss to North Fayette Valley Tuesday on the road. The Warriors are just one win away from securing an outright conference title.

Knocking off Kee It didn’t come easy for the Warriors Monday in Calmar against Kee (11-17, 7-6 UIC). In game one, it was a pitcher’s duel to the seventh inning when Kee High busted loose for three runs on a home run to take a 5-2 lead heading to the bottom of the seventh. The Warriors didn’t give up and found a way to get the winning run to first base as it took big at-bats by Brody Tieskoetter, Cody Meyer, Carson Streeter and Keagen Streeter to set the stage for a big walk-off win. Jamie Kuennen continued with his strong senior year driving in the winning runs on a two out RBI walk-off double to complete the comeback win. Braiden Todd picked up the complete game win on the mound throwing seven solid innings, striking out six and walking just one batter. The Warriors and Jamie Kuennen kept the momentum in game two, striking early with two runs in the bottom of the first inning. Kuennen dominated on the hill, allowing just three hits in the complete game effort and giving up just one run. Parker Timp added a big insurance run with a two-out pinch hit RBI single in the bottom of the sixth. Kuennen closed the door ending with 11 strikeouts and not allowing a walk. “After a tough three-game stretch for us, it was great to get back on the winning side of things, and it was a lot of fun for our guys to be part of a comeback win and pull that off in game one. I was proud how we stayed the course and found a way to set the stage for that to happen in the bottom of the seventh. Jamie has had an outstanding senior season hitting and on the mound and that proved to hold true again this evening. It was a great team effort defensively on the night and our guys came up with some big at bats when we needed to,” said Coach Alex Smith. Tight game The Warriors suffered their first conference loss on the season, losing a tight ball game to NFV on Tuesday evening, 5-4. SW struck early, scoring two runs in the top of the first but NFV responded with three of their own in the bottom of the first. NFV would never relinquish that lead the rest of the game. The Warriors threatened in multiple innings, including the top of the seventh when they had the tying run at third base and go ahead run at second. Suffering the loss on the hill was Carson Streeter despite striking out nine batters. The Warriors had 10 hits in the contest with Timp going 2-for-3 at the plate with a double and RBI. K. Streeter and Tieskoetter each had two hits, while Kuennen, Hageman and Kaden Bullerman all had one. “This was one of those games that truly could have gone either way. We hit some hard balls at them, and to NFV’s credit they made every play but one in the entire game. We left a lot of guys on base and had a few uncharacteristic miscues defensively,” said Coach Smith. Challenged On Monday evening, the Turkey Valley Trojans (9-10, 7-5 UIC) took on the MFL MarMac Bulldogs (11-7, 8-4 UIC) in a two-game conference series. In game one MFL MarMac got out to an early 2-0 lead at the top of the first inning. However, Turkey Valley responded at the bottom of the second inning with a grand slam by senior designated hitter Brennan Drilling for his first home run and his first at-bat of the season. This gave the Trojans a 4-2 lead, which was lost to the Bulldogs at the top of the fourth inning, when MFL MarMac took a 5-4 lead. The Bulldogs also scored another run at the top of the sixth inning and another three runs at the top of the seventh inning. Unfortunately, the Trojans were unable to respond and were shut out for the last five innings of the game, solidifying the Bulldogs’ victory. On the mound for the Trojans

were Noah Hanson and Carson Busta, combining for six strikeouts. TV had seven hits in the contest, including Drilling’s home run and a double and single by Caleb Kurtenbach. Chase Hayek provided two of the remaining five hits. Oliver Schmitt and Garrett Dietzenbach punched out the other two hits for the Trojans. In the second game, Turkey Valley got out to a massive 7-0 lead after scoring four runs at the bottom of the first inning and three runs at the bottom of the second inning, including Drilling’s second homer of the night, this time a three-run bomb. MFL MarMac was able to recover and ended up cutting the lead to just three runs after scoring one run at the top of the fourth inning at three runs at the top of the fifth inning, making the score 7-4. However, the Trojans scored another two runs at the bottom of the sixth inning, which allowed Turkey Valley to extend their lead to five runs. Oliver Schmitt closed the game out at the top of the seventh inning, giving the Trojans the victory. Five Trojans scattered nine hits in the line-up with Kur-

The Decorah softball team (11-7, 7-2 NEIC) opened the week with a conference doubleheader split at Waukon (13-11, 5-6 NEIC) Tuesday. The Indians may have struck first in game one; however, it was the Vikes that scored the most. With Waukon putting up one run in the first, Decorah responded with a pair in the third. The lead was short-lived as the home team pushed two runs across home plate in the fourth. After knotting the score at 3-3 in the sixth, the Viking bats exploded in the seventh for five runs and the 8-3 victory. Game two was a back-andforth battle with each NEIC squad putting up three runs in the first. Decorah added one in the third and one in the fourth. Two for the Indians in the fourth, combined with a four-

run sixth frame gave the home team a 9-5 advantage. The Vikes managed to scratch two runs home in the top of the seventh, but the comeback ended there as Waukon won, 9-7. Individual stats were unavailable at press time. Decorah baseball comes up empty at W-SR The trial by fire continued this week for the Decorah baseball team (14-9, 10-6 NEIC) as the Vikes dropped a conference doubleheader to Waverly-Shell Rock (14-8, 12-4 NEIC) on the road Tuesday night, 14-1 and 9-8. “We were pleased with the competitive effort put forward in game two of this doubleheader after an extremely disappointing game one. In order to win contested conference games, teams must play great defense and pitch well. We simply did not do that,” said Coach Adam Riley. Decorah was able to get a mere five batters on base in game one with Kaden Alstad scoring the lone run in the fourth inning for the Vikes. In all, Decorah had five hits including an RBI double by Caleb Meyer. Also tagging the ball were Brayden Hartl, Alstad, Fisher Tweten and Ben Wymer. On the hill it was Tweten, Landon Kuennen and Cade Olson combining for four innings of work. In game two, the Vikes got the bats working early with Alstad collecting a triple to score Hartl. Holthaus scored Decorah’s second run of the first inning. However, the Go-Hawks responded with three in the bottom of the same frame to take the lead. Decorah evened the score in the second, only to see the home team score one as well. The Vikes continued to work in the batter’s box scoring two in the third and two in the fourth, holding an 8-5 lead into

the bottom of the sixth. It was there that W-SR did the damage with four runs. It would prove to be just enough to take down Decorah who left the tying run on third in the seventh. Holthaus and Alstad combined for six innings on the mound. The Vikes collected 11 hits with Meyer going 3-for-4. Wymer rapped out two hits including a double and drove in

three. Decorah was at Independence Wednesday and will host Clear Lake Thursday, June 22, at 7 p.m. The Vikes will host Waukon Friday, June 23, at 5 p.m., with a tribute to North Winn baseball. The Vikes will be wearing replica North Winn uniforms. The public is offering free admission to any individual who attended North Winn.
