A proposed development on New Rochelle’s Echo Bay will have its day of reckoning Nov. 26 when City Council members will decide whether or not to move forward with the company behind the long-discussed project. Elected officials are scheduled to vote on a land disposition agreement with Forest City Residential Inc., an affiliate of Clevelandbased Forest City Enterprises. The company is looking to build 285 luxury apartments, 25,000 square feet of retail space and a waterfront park on a 9-acre spread that centers on a property currently used as a city public works yard. The project first surfaced in 2006 as a 26-acre development, but was delayed then scaled back after the economic recession. Opponents have taken issue with the reduced size of the proposal, rallied to protect an unused armory building at the project site and criticized the city for giving away too much in the way of anticipated tax breaks to the developer. Elected officials had previously been scheduled to vote on several matters that would advance the project at an explosive Nov. 12 session, but Councilman Al Tarantino, a Republican, moved to table any votes or discussion until January 2014. The sevenmember council agreed in a 4-3 vote, but Mayor Noam Bramson, a Democrat who has supported the development, later pushed for a second vote that allowed the sharing of documents and information even if there was no decision on the project. The second vote was approved, 4-3, with Republican Councilman Lou Trangucci storming out and Democrat Shari Rackman shifting course from the first vote to side with Bramson. The City Council met again Nov. 19, with the mayor opening up by apologizing for the confrontational nature of the previous meeting. “I allowed frustration to get the better of me at least in one instance and I regret that,” he said.

Bramson rescinded his motion to move forward with discussion and supported the council’s decision to table the project until next year. But, Tarantino took the mayor and many residents by surprise and rescinded his motion as well, then suggested voting on the matter immediately, to which the other council members agreed. “We’ve reviewed what we had to review,” Tarantino said. “Let’s get it done.” Some community pundits took the reversal from Tarantino as evidence that in the last week the councilman had become confident that he would receive the four votes necessary to nix the deal with Forest City. An analysis on the project from the National Development Council was recently made public. The report, which was posted on local blog Talk of the Sound, estimated that at full assessment the property would incur $1.5 million in taxes. The proposed payment in lieu of taxes would be $859,000, or $654,000 less than the full tax assessment. The report said that with the anticipated cost of the project and slim margin of profit to be generated, having to paying full taxes or even a larger PILOT would mean the project would not be financially feasible for Forest City.

The state will back a jobs-creating expansion at PepsiCo bottling division’s Westchester headquarters with an economic development grant of up to $4 million and steer $2.25 million to the Dutchess County nonprofit turning a former railroad bridge into a tourism destination at the Walkway Over the Hudson Historic Park in Poughkeepsie. The grants were part of approximately $40.1 million in project funding approved by the Empire State Development board of directors. ESD officials said the funded projects are expected to create more than 1,430 jobs and retain more than 2,350 jobs throughout the state and will leverage more than $674 million in additional investments in business growth.

Purchase-based PepsiCo Inc. will apply the state grant toward renovation costs and machinery and equipment purchases as part of its $12.6 million expansion project at Pepsi Beverage Co.’s bottling headquarters in Somers. State officials said the beverage unit has retained 907 existing jobs and already has created 328 jobs, far exceeding its commitment to add 22 jobs. The state economic development agency will tap its downstate revitalization fund for a grant of up to $2.25 million to the nonprofit group Walkway Over the Hudson. The group in December expects to complete construction of an elevator rising 212 feet to the world’s longest elevated pedestrian park, on a converted railroad bridge. In the third phase of the adaptive reuse project, a visitor center is expected to be completed in June 2015. The Hudson River walkway had about 500,000 visitors in 2012, double the anticipated amount and is expected to rise as the nonprofit completes improvements. The Empire State Development (ESD) board also approved a grant of up to $1 million for machine and equipment purchases and installation at the Metal Container Corp. plant in New Windsor. ESD officials said the company has invested $65 million in an internally developed technology and can manufacturing process and new equipment to launch a specialty line capable of producing an additional 500 million specialty or novelty cans per year. MCC has expanded production in the Orange County plant to 3.6 billion cans annually, a 16 percent increase. After a two-year construction period, the facility is expected to be operational by the end of this year. “I

t’s like the first day of school,” said Joseph Osborne, communications and brand marketing director at Mindspark Interactive Network Inc., a new tenant at i.park Hudson on the downtown Yonkers waterfront. In a common area festooned with orange and blue balloons near the entrance to Mindspark’s contemporary new headquarters, floor plans mounted on easels guided 160 employees to their desk locations on factory floors adapted for office use and mezzanines built beneath massive steel beams. It was their first day of work at the company’s newly renovated 40,000-square-foot space at 29 Wells Ave., a landmark red brick industrial building in the former Otis Elevator Co. complex. An operating business of IAC/ InterActiveCorp, the publicly traded media and Internet company, Mindspark also has offices in the landmark Frank Gehrydesigned IAC building in Manhattan’s Chelsea neighborhood. The headquarters designer, Roger Ferris + Partners L.L.C., an architectural firm based in Westport, Conn., maintained and left

exposed the original brick walls and plank ceilings of the central Otis Elevator factory built in 1853. The build-out, by Pavarini Construction Co. Inc. of Stamford, Conn., restored oversized loft windows that overlook the Hudson River and Palisades. On this warm, sunny fall day, the views might have had new occupants longing to skip out on their first day of school or escape to Mindspark’s new rooftop deck lounge. Mindspark executives said the space leased from an affiliate of National Resources Inc., the Greenwich-based redeveloper of industrial properties for commercial and residential uses, will house several corporate functions, including marketing, product management, customer support, information technology and administration. It adjoins the Yonkers operations of Kawasaki

Rail Car Inc., which paid $25.2 million this year to acquire its i.park Hudson space from the landlord. Timed with the company’s Nov. 18 move, Mindspark, a developer of software applications, launched its new website and a new company logo, Osborne said. Previously marketing itself as a vendor of “digital snacks,” said Osborne, “We basically just want to be more straightforward with our brand.” Mindspark employees have designed, developed and marketed more than 70 applications. Among the company’s currently popular apps are Television Fanatic, Gaming Wonderland, Weather Whiskers, Daily Bible and Maps Galaxy. Since August 2006, Mindspark leased office space in the Gateway Building at 1 N. Lexington Ave. in downtown White Plains. All 160 employees in Yonkers were relocated from the White Plains office, which was 5,000 square feet smaller than the new headquarters, Osborne said. “This is more indicative of who we are as a company,” he said of the open, well-lit and sleekly designed space in Yonkers. “We’re innovative, young, fresh.” Joey Levin, CEO of IAC Search & Applications, a division of IAC that includes Mindspark, in a press release said the “fantasti-

cally restored” headquarters space will be “the perfect post for what will allow considerably more creative thinking, efficiency and collaboration across teams. We look forward to this next phase as we continue to change the digital landscape by creating innovative user experiences through our digital applications.” The 24-acre technology and office site houses a wide spectrum of businesses in sectors ranging from technology, education, biotechnology, local government and industrial. Yonkers Mayor Mike Spano in a press release said the city is proud that “a cuttingedge tech company with some of the leading brands on the Web chose to relocate its corporate headquarters and a significant amount of jobs to the heart of Yonkers’ downtown waterfront.” The Mindspark office overlooks the former Yonkers City Jail, a 10,000-squarefoot, 87-year-old building which Rand Commercial Services has been marketing for the city. Spano said “a husband and wife team,” one a “renowned” art collector and the other an artist, have bought the building. As the Business Journal went to press, city officials had scheduled a press conference to announce the vacated jail’s new owners and their plans for its use.

A Harlem-based developer has razed a former auto dealer’s block on West Post Road in downtown White Plains while its management team continues informal talks with city officials over plans for a 230,000-square-foot retail development on the site. Grid Properties inc. plans a pedestrian-oriented development with an openair design at the former Sholz Auto Group location at 77 W. Post Road, between South Lexington and Odell avenues, the company’s managing director Scott Auster said a recent retail forum in Mount Vernon sponsored by the International Council of Shopping Centers. The auto dealer closed operations there in 2009. It would be the first Westchester County project for Grid, which has developed retail centers in Harlem and Washington, D.C., through Urban Strategic Partners, its joint venture partnership with Gotham Organization Inc. Grid Properties developed and has its headquarters at Harlem

USA, a glass-walled, 285,000-square-foot retail and entertainment complex that has helped transform Harlem’s 125th Street retail corridor. Branding the White Plains project Boulevard 22, Grid on its website says it will be a “major catalyst” in revitalizing the Route 22 corridor. Its tenant mix will include home furnishings, health and fitness businesses, small specialty retailers and restaurants. “We think downtown White Plains is dying for this type of project,” Auster said.

Commercial real estate firm Colliers international has landed two veterans from CBRE Group Inc. to help lead a market expansion into Westchester County and Connecticut. A newly forming spinoff business of Axispoint inc., an information technology services company based in Manhattan, plans to open headquarters next year in the former town police station in Ossining. Frank Scanga, president of the spinoff company and co-founder and current executive vice president for business development at Axispoint, said the company will relocate 36 employees in its anticipated move by midsummer 2014 from its Westchester office at 33 W. Main St. in Elmsford to the vacant police station at 507 N. State Road. The approximately 8,300-square-foot building, for which Axispoint has agreed to pay $1.475 mil-

lion, will be used for offices and as an IT and data processing center. Scanga told Westchester County Industrial Development Agency directors at their November meeting that he expects to double the company’s employment in Ossining over the next five years. “We look to be north of 60 employees,” he said. The company is seeking a straightlease financial arrangement with the county IDA that will result in a mortgage tax exemption of about $17,260 for the business. Construction and renovation costs are estimated at $150,000. The IDA board will schedule a public hearing on the Axispoint application. Westchester County Economic Development Director Eileen Mildenberger noted the private company’s station purchase will put the former public building on the property tax roll. “I think it’s a stellar example of public-private partnership,” she said. Deputy County Executive Kevin J. Plunkett, vice chairman of the IDA board, said the business growth fostered by the sale of the old police station also was the result of the county’s agreement to take over police services for the town of Ossining. to give to community scholarships and designate which public or private school receives their donations. The benefit is a dollar for dollar tax credit for individuals and businesses not to exceed 75 percent of their yearly tax liability. The Assembly bill has more than 100 sponsors in a 150-seat chamber, but a floor vote has been elusive. Last year, the proposed bill passed through the Senate by a vote of 55-4 but didn’t reach a floor vote in the Assembly after being tied up in the red tape of a subcommittee. This year, the bill reached neither the Senate nor Assembly floor. The Senate bill has languished in the Investigations and Government Operations Committee, said Megan V. Brown, a spokeswoman for the office of Sen. Martin J. Golden. The Assembly’s version of the bill never made its way out of the Ways and Means Committee, a permanent committee that supervises all financial legislation, said Sharon Grobe, legislative director for the Office of Assemblyman Michael J. Cusick. Grobe said that the Assembly bill emerged from the Ways and Means Committee, it would still have to clear the Rules Committee before moving to the floor for a housewide vote. Robyn Cotrona, assistant counsel to Golden, said the Senate is prepared to pass the bill again next year. Both versions of the bill were revised this year to include safeguards that ensure donations are properly allocated to private and public schools by requiring taxpayers to apply for a contribution authorization certification. Educational institutions would need to be certified by the state Board of Regents and fill out an application that asks them to provide names of the members of their boards of directors. A significant difference between the two versions of the bill is that the Senate version would allow individuals and businesses to donate to charter schools, while the Assembly bill would not. Charter schools are publicly funded schools established by teachers, parents or community groups that can run independently of city and state rules. The bill allows corporations to invest more money in public and private education, which will prepare students to become well-trained and equipped future workers in the county, said John Ravitz, executive vice president of The Business Council of Westchester. “Corporations and businesses have adopted schools before, which means they go into a specific school and not only give them money but have had some of their staff and employees do programs in the school,” Ravitz said. “We want to encourage

more corporate social responsibility in our schools. This bill would make this program much larger, and it’s giving businesses an opportunity to do more for schools across the state.” Qualified school staff would also receive tax credits dollar for dollar up to $100 for materials and supplies purchased for classroom use every academic year. Qualified staff includes a teacher, instructor, counselor, or principal at a public or non-public school who is employed for at least 900 hours during the year. At the rally, students held signs that read “My Education Matters” and “Support Our Teachers. They cheered each time a govern-

ment leader stepped up to the podium to ask students what they think about more funding for their education and helping their parents alleviate the financial burden of paying for tuition at parochial and other private schools through scholarship opportunities. Patricia Gabriel, president of the Federation of Catholic Teachers, said in the last two years, the Archdiocese of New York shut down 54 Catholic Schools, including 15 from Westchester. In the last two years, about 630 full time and part-time teachers lost their jobs, including 172 teachers in Westchester, she added. State Sen. David Carlucci said the bill

allows the private sector to invest in education and removes the school’s dependency on taxpayers to generate funding. He added that the bill encourages parent-teacher associations to use innovative ways to “leverage outside funding sources” that will “contribute tax-exempt donations” to schools, which can then use the money to make smart investments in programs that will benefit students. “Enacting this bill will help to preserve and expand programs that unfairly fall victim to budget cuts but are needed for a well-rounded education, be they art, music, athletics, tutoring and after school programs,” Carlucci said.

In downtown New Rochelle, Hartz Mountain Industries, a commercial real estate developer in Secaucus, N.J., in 2010 paid $107.5 million for AvalonBay’s 24-story, 412-unit Avalon on the Sound tower at 255 Huguenot St. The former bird feed company at the time of its New Rochelle purchase said it planned to invest $1 billion in amassing a new portfolio of apartment properties. With the recent sale of Avalon on the Sound East, Hartz Mountain takes over management of its high-rise tower from AvalonBay, which had continued to operate both residential buildings. The budget maintains funding for Playland in the event the board does not approve an Astorino-approved management deal with nonprofit Sustainable Playland Inc. and does not cut Bee-Line bus service. Bus fares would not increase if the executive’s budget is approved. “This budget shows once again that government – just like the taxpayers who pay the bills must do – can live within its means,” Astorino said. In the early goings, the proposal has the backing of local business leaders. Marsha Gordon, the president and CEO of the Business Council of Westchester, said in a written statement that the budget served as a “roadmap to keep the county’s fiscal house in order.” Gordon praised Astorino, a Republican who won re-election to a second four-year term this month and is a rumored gubernatorial candidate for 2014. “The Business Council of Westchester looks forward to continuing to work with the county executive to advocate for real mandate relief in Albany,” Gordon said. To avoid a property tax increase, the county under Astorino’s plan would not tap into budget reserves, but instead defer part of its anticipated $96 million in pension costs in 2014. Under a state plan, municipalities can essentially borrow from Albany for the cost of contributions to the state pension fund, then pay back the amount with 3 percent interest over a 10-year period. Astorino took the same approach last year to present a budget with no tax increase, amid criticism from some who said that though the move would keep pension payments more stable in the short term, it

Andrew Scandalios, a senior managing director at HFF who heads its New York City office, in a press release said Avalon “saw an opportunity to capitalize in a strong investment market.” When HFF listed it on the market last June, Avalon East had a 98 percent occupancy rate. Its new owner immediately put its brand on the former Avalon building, renaming it Halstead New Rochelle Metro North. DSF paid $34 million for the approximately 90,000-square-foot building in downtown White Plains and has converted its extended-stay corporate apartments into 124 boutique luxury apartments.

Joshua Solomon, president and chief investment officer at DSF Group, in June said the company was “intent on getting a toehold in this market” and was especially focused on investments in Westchester and Fairfield County, Conn. At press time, Solomon could not be reached for comment on DSF’s major investment in New Rochelle. Solomon in 2000 co-founded the private real estate investment firm with his father, Arthur P. Solomon, and a third partner, Thomas Mazza, DSF’s chief operating officer. The elder Solomon was senior partner and head of real estate investment banking and real estate principal investments at Lazard Frères & Co. and served as CEO of Lazard’s five real estate funds. He previously founded and was senior partner of the real estate investment banking group at Drexel Burnham Lambert. With offices in suburban Boston and the Washington, D.C., suburb of Alexandria, Va.,

the DSF Group has invested more than $2 billion in about 5 million square feet of commercial and residential space. DSF Group was selected 2011 Multifamily Development Firm of the Year by the National Association of Home Builders. Ralph DiBart, executive director of the New Rochelle Downtown Business Improvement District, said the new downtown landlord is “very interested in getting the retail space rented as a priority” in the high-rise building. With the Halstead New Rochelle Metro North building accounting for a large share of downtown residents and potential customers for BID businesses, he said DSF is expected to foster “a lot more engagement between businesses and residents in the building than they have in the past.” “We see this as a new surge of energy and commitment to the downtown,’ DiBart said of the record-setting deal. “That’s a breath of fresh air and new excitement and we’re very, very optimistic about the new ownership.”

Although the legislature is likely to make changes to the plan before approval, board leadership said it was committed to passing a budget with no tax levy increase. Even Board Chairman Ken Jenkins, a Yonkers Democrat who has frequently clashed with Astorino in the past, seemed on board with the spirit of the county executive’s proposal in a press release – although he shifted credit for the county’s budgets of previous years. “The 2014 proposed budget from County Executive Astorino seems to recognize past Democratic budget initiatives that featured a low number of layoffs and proper investments in social services,” he said. Astorino held a press conference Nov. 15 announcing the budget and calling on the Civil Service Employees Association, one of the labor unions representing county workers, to agree to a new contract that would include larger employee contributions for health care premium costs. County employees until recently did not contribute to their health care coverage. Seven of eight county employee unions and nonunion management now contribute to their plans. Employees in 2014 will pay $4 million of a projected $95 million health care bill for the county, according to the county executive’s office. Labor costs continue to consume a large share of the county budget. Astorino said the average salary of a county worker is $76,414, higher than the average Westchester privatesector salary of $65,185. In addition to salary, the county pays as much as $45,000 more per employee annually for fringe benefits such as health care, according to his administration. “Our county workers do a terrific job,” Astorino said in a release announcing the budget. “The problem is they are very expensive. So together, labor and management sat

down to work out contracts that are fair to our workers and fair to our taxpayers.” Although the county tax levy will remain flat, the impact on individual tax bills can vary by municipality based on assessed property values and equalization rates. County taxes make up about 20 percent of a Westchester property owner’s tax bill. School districts account for about 60 percent of property taxes. Astorino also released a separate capital budget of $275 million, which includes infrastructure improvements and park renovations.

The board’s budget process is already under way. Its budget and appropriations committee has held several budget presentations with the heads of various county departments. There were three public hearings scheduled on the budget, the first was scheduled to take place after press time, Nov. 21, in Peekskill. A hearing at the Yonkers Waterfront Library was scheduled for Nov. 26 and the third and final hearing was set for Dec. 4 at the Westchester County Center. The board is required to adopt a budget by Dec. 27.

Moody’s downgrades county bond rating Moody’s Investors Services last week downgraded Westchester County’s bond rating, from AAA to Aa1 with a stable outlook. Westchester is set to sell $64.1 million in long-term bonds Nov. 26 to pay for several capital projects. The company cited “continued structural imbalances and limited liquidity” as reasons for the downgrade. It listed as challenges depleted reserves and unpredictable tax revenues. Moody’s warned against additional depletion of the fund balance and “structural imbalances” arising specifically from the use of pension amortization. Under a state program, the county is planning in 2014 for the second year in a row to essentially defer part of its obligation to the state pension fund. County Executive Robert P. Astorino, a Republican, said in a written statement that the county plans to reduce its amortization borrowing incrementally and be out of the program entirely in 2016. “In a perfect world, the county would pay its pension costs in

full each year,” Astorino said. “When your choices are tax increases, hundreds of layoffs or entering the state’s amortization, you enter the amortization program reluctantly.” Ratings can affect the interest rate the county must pay when it issues bonds used for capital projects. Board of Legislators Chairman Ken Jenkins, a Democrat, called the downgrade a disappointment and said the administration kept board members in the dark about discussions with ratings agencies. “The higher interest rates that county most likely will pay now on its bond issuance will end up being felt by Westchester residents and business owners,” Jenkins said. Up until last week, the county had AAA ratings, the highest attainable, from all three of the major investor services – Moody’s, Fitch and Standard and Poor’s. The county finance department website said Westchester had been the only county in the state to have a AAA rating from all three. – Mark Lungariello

It can be a real challenge to gather information from across the organization in order to set goals and measure outcomes in operations. It can cost $10,000 to $100,000 to $1 million or more, to purchase and implement a complete dashboard reporting system. And

you still may not get what you want. Without spending any additional money on systems, with just a few hours of labor, start the foundation for your operationsimprovement initiative. Build an internal business dashboard. Agree on specific data points that have the potential to yield actionable information for operations to use. Track and analyze data via spreadsheets and graphs. Make sure information is readily available from critical sources such as the prospect and customer database and the accounting system. Ask a companywide team to brainstorm 10 to 20 factors that make your company unique operationally. Embed measures related to those unique factors in the dashboard. Encourage your dashboard team to compare the performance of one product or service with another. Ask them to come up with ways to improve the results for one or more of the products or services. Think quality and fit to customer needs are important? Measure waste thrown out during production, refunds issued for poor performance, units returned, customer complaints and testimonials, reorders and upsells. Divide by total units produced or dollar

value of products or services delivered. Speed to market important? Track the number of days it takes to get from order placed to order delivered. Compare what’s being done right with the things that arrive fastest. Look at how lessons learned from the fastest deliveries can be applied to the laggards. Use profit and loss and balance sheet for standard ratios, to see how your company’s operations department is doing in comparison to other companies. Gross profit, net income, cash on hand, accounts receivable and inventory on hand are some of the measures you want to use. All are divided by revenue in order to benchmark results. Help everyone in the company get on the same page by establishing goals for profitability, productivity, exit value, marketing output, performance quality and overhead measures such as cost of lease vs. revenue and revenue per full-time equivalent or FTE. Ask teams from across the company to meet regularly to compare performance vs. goals. They can set improvement targets for the next period and develop and follow up on actionable next steps. Make sure that your data collection systems are accurate. Garbage in will result in garbage out. Teach people doing data

entry why it’s importance to put in correct information. Encourage them to ask questions if things seem off. Cross check data to spot errors: units produced compared with revenue invoiced, hours worked vs. jobs in process, new orders vs. ongoing orders. If you see spikes, find out if it’s a data entry problem or an issue in operations. People throughout the organization will become more familiar with what’s going on by reporting on and analyzing data regularly. Familiarity makes it easier to spot something that’s out of order, identify successes and set goals for the future. Setting up teams helps to ensure that everyone has a vested interest in achieving the goals. Old Salem Farm buys horse facility for $14.9M By Georgette Gouveia ggouveia@westfairinc.com

ld Salem Farm has scored another successful season, doubling both its Westchester and Fairfield audience and sponsorship for autumn’s American Gold Cup in its second year of hosting the prestigious equestrian World Cup qualifier. But the 120-acre farm – known not only for boarding horses but also presenting the elegant Spring Horse Shows – is not one to rest on its laurels. Instead, it jumped at the chance to acquire neighboring Grand Central Farm for $14.9 million. The 286-acre property, about a minute drive from Old Salem Farm, was once owned by Paul Greenwood, a hedge fund manager and former North Salem town supervisor who pleaded guilty to conspiracy and securities fraud in 2009 and whose assets were thus seized by the court for liquidation to make restitution. Ironically, Old Salem Farm was once his as well. “We look at this as a strategic move. It’s a spectacular property,” Alan Bietsch, Old Salem’s facilities manager, said of Grand Central. “It has wonderful turnout (pastures). The former owner used it for breeding, so it has vet rooms and gives us more

opportunity to expand existing operations.” The acquisition comes at a time when Old Salem Farm has increased its national and international audience. On Sept. 22, a week after the Gold Cup, NBC presented a program on its $200,000 Grand Prix, which the Fédération Equestre Internationale had designated a CSI 4*-W World Cup qualifier, making it key for those hoping to compete at the 2014 World Cup Finals in Lyon, France. The event drew more than 4,000 people, with sponsors spilling onto the Grand Prix field. The cup was expected to add some $6 million to the region’s coffers, part of the $2.4 billion equestrian industry in New York state. What was gratifying for Old Salem, which is owned by the Hakim family, is that “we attracted people who had never ever come to a horse show,” Bietsch said. Building on that, he said, the next step is to take stock of Grand Central Farm, a complex that includes a “spectacular” barn, staff housing, a caretaker’s cottage and a riding ring that lies in North Salem and in Southeast in Putnam County. “We’re looking at older existing buildings and cleaning it up,” Bietsch said. “We’re looking forward to operating it and being a good neighbor.”

A suburban Chicago hospital administrator has been appointed president and CEO of Health Quest, the regional system of hospitals and medical offices in Dutchess and Putnam counties. Luke McGuinness will join Health Quest immediately and begin full-time work at its LaGrangeville headquarters Jan. 1, the organization’s board of trustees announced. McGuinness, who has more than 35 years of experience as a health system CEO, most recently was president and CEO of Cadence Health, a two-hospital system in suburban Winfield, Ill. He previously was president and CEO of Central DuPage Health, a 313-bed hospital in Illinois. The Health Quest system includes Northern Dutchess Hospital in Rhinebeck, Putnam Hospital Center in Carmel and Vassar Brothers Medical Center in Poughkeepsie. Stanley E. Freimuth, a former top executive at Fujifilm USA and business investor and

consultant, has assumed the role of interim CEO at Debt Resolve Inc., a publicly held White Plains company that provides online consumer credit payment, negotiation and settlement services to creditors. The company’s agreement with Claremont Ventures L.L.C., Freimuth’s consulting firm for early-stage growth companies, anticipates that he will become Debt Resolve’s full-time CEO in 2014. Former Debt Resolve CEO Michael J. Cassella resigned Sept. 30 after 28 months in the post. The company in its announcement said Cassella has assisted in the transition process. Freimuth recently served as chairman, president and CEO of Presstek Inc., a publicly traded digital printing equipment manufacturer in Greenwich, Conn., which he returned to financial stability and negotiated its sale to a private equity buyer. He previously was chairman and executive director of Tracer Imaging, L.L.C., a specialty lenticular and 3-D printing company in White Plains. As chief operating officer and chief administrative officer at Fujifilm USA Inc. in Valhalla, Freimuth led the transition from analog to digital products in its core businesses.

Nuclear Regulatory Commission staff recently announced delays in the completion of Entergy Corp.’s safety evaluation report related to the license renewal of the company’s two reactors at Buchanan’s Indian Point Energy Center. The NRC requested additional information after Entergy completed its first supplement of the safety evaluation report, said NRC spokesperson Neil Sheehan in a statement. The second supplement will contain information regarding Entergy’s reactor vessel internals aging management program and inspection plan and changes made since the issuance of the first draft of the report. The second supplement to the safety evaluation report could be issued in early to mid-2014, Sheehan said. The company awaits the second phase of the hearing, which is delayed until the safety evaluation report is completed and all parties submit their contentions. Entergy, a national energy company, seeks to relicense Indian Point’s two reactors for another 20 years despite opposition from environmental groups and politicians who believe the power plant is outdated, dangerous and need to be shut down. Entergy first filed for renewal of its licenses in 2007, which makes this the lengthiest relicensing process in American history. The facility employs about 1,600 employees at the Buchanan plant and generates about 25 percent of the power used in New York City and Westchester County. – John Golden and Crystal Kang

Additional skills can make you more valuable when companies face harsh realities. “When they consolidate, can you do something else as well?” Davidson said. With additional training, he continued, “You have the ability to be more useful to your organization.” While Manhattanville is quite focused, Davidson said it’s not all nuts and bolts. “I think people get very scared by ‘careerspecific’ or ‘industry-focused,’” Davidson said. “They think we’re going to be a vocational school. It’s not that.” Overall, he said, “People need to embrace the fact that you can take your skills and education and apply them in all different ways.” At the end of the day, that can only add to your reputation. “I believe in the ‘value-added’ employee,” Davidson said. “You just have a lot to bring to the table.”

Laura Persky, one of the graduate school’s program directors handling business leadership and marketing communication management, said all aspects of the Manhttanville programs work toward the same goal. A career center, for example, is a way for students to gain more from their graduate experience. “We provide a lot of resources like that to help our students move their career along,” she said. “It’s not just classes.” No matter what course they choose, Davidson said a post-graduate education at Manhattanville will enhance an employee. “I think many people today are really looking to the fact that ‘I may not be the next CEO of Pepsi or IBM, but I can be a really good senior-level employee,’” he said. It’s not about the “piece of paper” that a student receives, but what that certificate or diploma represents – and where it takes them. As Davidson said, “To me, this is about building a school, and the rewarding part is making a difference in the lives of people who come to our programs.”

Bryant kicks off lecture series The Manhattanville College School of Graduate and Professional Studies formally kicked off its 20th anniversary celebration with a networking evening that featured a talk by Adam Bryant, “Corner Office” columnist for The New York Times. Bryant, who capped the Nov. 18 event at Reid Castle on the Purchase campus, spoke on “Lessons from the ‘Corner Office:’ Qualities of Effective Leadership.” In a fast-paced presentation that touched on commonalities he has gleaned from interviewing hundreds of CEOs and business leaders, Bryant said everyone wants to know what leads to success. “This is the one question that everyone tries to answer.” But, as he went on to show, his work focuses on going beyond the “work hard” and “follow your passion” clichés. “Hard work, perseverance … golly gosh, I never would have guessed that,” he said.

Instead, he talked about moments that helped him identify true leadership skills he categorized as passionate curiosity, battle-hardened confidence, team smarts, a simple mindset and fearlessness, sharing how he came to those conclusions. Sometimes the truths even came from word games or jokes he’d hear; other times when his palm was being read. “I’ve had some surprising moments doing ‘Corner Office’ over the years.” Bryant is also the author of “The Corner Office: Indispensable and Unexpected Lessons from CEOs on How to Lead and Succeed” and the forthcoming “Quick and Nimble: Lessons from Leading CEOs on How to Create a Culture of Innovation.” The “Insights into Leadership” series will continue into next year, with presentations on global finance, sport business, marketing communications and human resource management. – Mary Shustack

Creating the Next Generation of leaders in scientiﬁc research By tierney Saccavino

very year it seems that America’s position as a leader in scientific research faces new challenges. Recent statistics often paint the U.S. as a nation that is on the verge of losing its competitive advantage in math and science — subjects that students will need to excel in to compete internationally as engineers, scientists, physicians and entrepreneurs. For example, 15-year-olds in the U.S. now rank only 25th out of 30 countries in math performance and 21st in science performance, according to a recent assessment by the Organization for Economic Cooperation and Development. It appears that strategies to help our nation continue to be the global leaders and innovators in science, technology, engineering and math will require a stronger focus on science education for our young people. We must help all students to improve performance in these areas while we support and motivate high-achieving students to soar to new heights. As a company based on advances in medical research, Acorda Therapeutics has seen first-hand the impact that support for science education can have on young people. As we know, the appreciation for science in our

students tends to begin in the classroom. But increasingly we also realize that to be successful in promoting science education we must involve more than our hard working science teachers. This effort should also involve companies and research organizations that are working to develop new medicines and technologies. In addition government must also play a crucial role by positioning science education as a top priority on the national agenda. President Obama is taking steps in this direction with a number of government programs and initiatives designed to promote science education. This year funding for government-backed programs is slated to increase by 6 percent, to $3 billion. This is certainly a step in the right direction, but we must all join in the effort. There is a great opportunity for more companies, research organizations and governments at the local level to work together to support and promote science education in our own communities. To help achieve that goal, this year Acorda Therapeutics collaborated with WFAS-AM and Westchester County government to launch a new awards program designed to recognize and honor outstanding high school students who are involved in independent research in science,

math and related areas. The Acorda Scientific Excellence Award works in several ways to support and promote achievement in scientific research. First, it gives much-deserved recognition to many of the outstanding students in science who are right here in Westchester. This award will honor them for efforts in independent research above and beyond their school work, where they show the type of initiative and independent thinking that are the hallmarks of major advances in science. It will also recognize our schools and teachers for their efforts to support these great students, and give kudos to the families that support science education at home. Beyond that, though, this program will also help to share many wonderful stories of excellence in research with the entire Westchester community – helping us all to see the achievement and recognize the impact that young scientists can have. On a weekly basis award winners will be invited to be guests on a new radio program called “The Acorda Scientific Excellence Award” hosted by radio personality Lisa Wexler. The program airs on Sundays at 9 a.m. Our hope is that the effort to honor young scientists and share their stories will

inspire all of us to get more involved in promoting science education and especially the efforts of our young people to become tomorrow’s leaders in research. This award program is just one example of what efforts to support and promote science education at the community level can look like. Other local efforts that have been successful in Westchester County and in communities across the country include K-12 science fairs, science and engineering internships, STEM scholarships and FIRST (For Inspiration and Recognition of Science and Technology) Robotics competitions. What these efforts all have in common is that they are avenues for local government and industry to collaborate in order to strengthen science education, whether it’s through funding, judging science projects, teaching, mentorship, or experiential learning. When the resources of an entire community come together to support our students, there is no telling how far our young people can excel in science in the years ahead. TD Bank ﬁnances school’s $32M center proposal

D Bank has provided $32 million in financing for construction of a 75,000-square-foot athletic and arts center at The Masters School in Dobbs Ferry. The bank purchased a fixed rate, tax-exempt bond issued by the Dobbs Ferry Local Development Corporation on behalf of the Masters School, a coeducational college preparatory school for day and boarding students at 49 Clinton Ave. Founded in 1877, the school occupies a 96-acre campus in Dobbs Ferry. The school is using proceeds from the recent bond sale to repay existing taxexempt variable rate demand bonds and to finance the athletic and arts center, for which the school hosted a ceremonial groundbreaking in mid-October. Built for energy efficiency and equipped with rooftop solar panels, the center will house a café, fencing facilities, a six-lane competition swimming pool, four squash courts, a fitness center,

a raised running track and a gymnasium with a basketball court, two practice courts and two volleyball courts. Its arts space will include two dance studios, an art gallery, music rehearsal and performance space, a video and photography studio, media arts lab and a black box theater. WCC promotes public-private partnerships as economic driver The training classes were funded partly by Phelps and partly by a State University of New York grant program. The WCC staff taught 60 classes in two months at the hospital’s computer training room. As part of the partnership, the hospital is a training site for students interested in learning more about the health profession. Teresita Wisell, associate dean of continuing education and director of the Gateway Center, said WCC serves as a “vital resource to any number of community partners.” “We’re the engine in economic development and we’re happy to have business partners,” Wisell said. “We’re about finding ways WCC can leverage the strength of our

educating our workforce for jobs today.” The Gateway Center on the Valhalla campus serves as a home to the English Language Institute and a hub for business and professional development offering students opportunities to take workshops and learn technical skills. The college provides workforce training for area businesses including employees at Sleepy Hollow’s Phelps Memorial Hospital Center, teaching the nurses computer skills. Nancy Fox, assistant director of education resources at WCC, said, “We trained 663 employees at Phelps through this transition program that teaches them Excel, Word and basic computer skills.”

programs and the businesses.” Christopher Jones, who is the chief financial officer of Durante Rentals, which has locations in the Bronx, Westchester and Queens, provides workshops for business owners and those interested in starting their own businesses. Tapping his knowledge in co-founding Durante Rentals and working with former bosses who started their own businesses, Jones now teaches workforcetraining classes at WCC. (He recently received the Small Business CFO of the Year Award from the Business Journal.) “I’m directing the Grow Conference, which is sponsored by Gateway as a pillar for entrepreneurship,” Jones said. “The focus is on people, places and performances. We want to help entrepreneurs learn what it means to think like a CFO, where to set up their businesses and even budget for their businesses.” His workshop includes keynote speakers and guest panels. “Starting with the Gen Xers, now you can get your education and start a company with the resources available like the technology, people, instruction, and curriculum,” Jones said. Marc Huestis, vice president of construction at Con Edison, said the utility partners with WCC in helping build a curriculum that promotes its STEM initiative, focusing on training students in jobs related to science, technology, engineering and math. “We promote the enrollment of kids into these programs,” Huestis said. “In general, the county is trying to promote more skills training in technically oriented jobs.” WCC received $25,000 through SUNY’s Bright Futures program in July. With the help of Con Edison, the college presented students with career panels, a job fair, meet-and-greet sessions with industry employees and field trips to industry sites.

We’ve compiled a Wish List of action items for Mr. Astorino, who enthusiastically voiced his support of these ideas at our Annual Fall Leadership Dinner last week. We urge the Board of Legislators and all other officials to use this list as a compass to move our county forward in the next four years.

1. Leadership Set goals. Take action. Spend political capital on what’s important. The country’s current political impasse only emphasizes how important collaboration is, and our need to focus on the big picture.

6. Fix Our Infrastructure You can’t build a 21st century economy based on a mid-20th century infrastructure. We need to improve wireless coverage and electrical capacity, and repair or rebuild aging roads and water systems. To do this, we have to embrace public private partnerships so that the private sector can share in both the cost and the risk. 7. Streamline Bureaucracy; Embrace Rezoning Westchester’s plethora of governing bodies is a red-tape nightmare for developers. While there is a role for government regulation, the County should create an office to cut through the red tape and fast-track development. At the same time, municipalities need to revisit their town codes and allow more repurposing of existing facilities as well as rewrite codes that reduce access to wireless broadband. Our priorities have changed over the past 60 years. Government needs to catch up.

In Yonkers, we’ve stayed within the tax cap, but we need long-term solutions to lower the tax burden. We have a responsibility at all levels of government—federal, state, county and city—to work together on a new model for our cities that maintains services, provides for quality education and protects taxpayers.”

NOAM BRAMSON MAYOR CITY OF NEW ROCHELLE “The key challenge confronting New Rochelle and our region is how to encourage and manage the right kind of growth. Smart investments in urban centers can stimulate job creation, strengthen our commercial tax base, and promote the use of mass transit, while also upholding environmental values related to open space protection and natural resource conservation. Infrastructure is vital to economic growth, public safety, and our quality of life. We should employ clearer standards to evaluate our capital expenditures, so that potential infrastructure investments can be matched to regional goals, payback timetables, and a long-term vision. The County could be a more helpful resource to municipalities. By making comparatively high-level expertise and staff available to assist cities and towns, and by convening discussions aimed at harmonizing disparate standards, the County could successfully encourage action that is both cost-effective and beneficial.”

ERNEST DAVIS MAYOR CITY OF MT. VERNON “The County should be perceived as one unified collective that shoulders the socioeconomic ills of our inextricably intertwined communities. Mt. Vernon, Yonkers and Peekskill are currently called on as the beachhead serving the poor, the disenfranchised—which, of course, not only is unfair but fiscally destructive for the collective. When these ills are not addressed in a fair and equitable manner, it only increases the ultimate cost to the taxpayer at large. If the educational system and job training/job development and fairness in our judicial system are not recognized as silver bullets that can transform society, we will continue to end up with a significant portion of the disenfranchised. The bureaucracy surrounding development seems to grow, coinciding with state mandates passed on to the localities that escalate project costs needlessly. A united approach to development could appreciably change the culture of bureaucracy surrounding the building process.”

TOM ROACH MAYOR CITY OF WHITE PLAINS “White Plains has dozens of projects in the pipeline that will bring residents to the city to work, live and play. The City has long had a strong retail and health care base and now we are seeing new growth in both of those sectors. The City has submitted an application for a planning grant to study the re-development of the area around the White Plains Metro-North station. The County has an active bus depot in this area and signed a letter of support for that application, which, if successful, would allow us to embark on a collaborative planning process. Ultimately, a redevelopment of the TransCenter would not only reinvigorate the area and more strongly connect it to our downtown core, but improve transit connections between the Metro-North Railroad, the Bee-Line Bus System and potentially, Bus Rapid Transit from the new Tappan Zee Bridge, thus reinforcing the attractiveness of White Plains as the place to live/work/play.”

FRANK CATALINA MAYOR-ELECT CITY OF PEEKSKILL “As the only Republican mayor of a city in Westchester County, I look forward to working closely with the County Executive to implement our plans for Peekskill’s rebirth. Developers should take notice of the new attitude coming to City Hall on Jan. 1. We will be friendlier, adaptable and plan to streamline planning to get through the process in mere months rather than years. Peekskill is [about] to explode with growth. Our waterfront is the most beautiful, and we have a vibrant downtown artist district. We have [commercial inventory] that can attract small businesses that employ 10 to 30 employees and we have affordable housing for those workers. I have promised to repeal the 1% transfer tax on real estate sales and the 3% hotel occupancy tax. These taxes are regressive and punitive and tend to destroy the economic growth we seek to stimulate. While we must live within our means, we demand that the State live within its means and stop the incessant mandates across the board.”

NEWSMAKERS plus awards and events DESIGN HONORS THE CAROL KURTH ARCHITECTURE + INTERIORS of Bedford design team received two 2013 Design Awards from AIA Westchester + Hudson Valley Chapter for Cloverhill Farm and a New York City apartment, Skyscape37, at the chapter’s Celebration of Architecture Awards held at the Rye Country Day School. The awards program recognizes projects, designed by chapter members, “which made a positive aesthetic and social contribution to the built environment.” Cloverhill Farm received an Honor Award for Architecture for its dramatic architectural and interior design renovation to an existing traditional “builder” home. Significant structural changes were made to open the living space and to create a higher ceiling height. Skyscape37 received a design award citation for interior

design renovation to a high-rise apartment near Lincoln Center in Manhattan. The project, which began as a puzzle-like assemblage of three apartments, was transformed into a flowing backdrop for a family of four. “It is an honor to have Cloverhill Farm and Skyscape37

projects recognized by the Chapter. The AIA Design Awards program is an opportunity to see the amazing design talent in Westchester and my team is proud to be part of this professional community, which adds beauty and value to everyday life,” said project architect, Carol J.W. Kurth.

NEW DIRECTOR AT CHILD CARE CENTER DAWN MEYERSKI has been selected by the board of directors of the Mount Kisco Child Care Center (MKCCC) as its new executive director, effective Jan. 1. Meyerski presently holds the position of program director at the center. Dottie Jordan, current executive director, will retire Dec. 31, after leading the center for almost 30 years. “Dawn’s proven history at MKCCC coupled with her enthusiasm and commitment to ensuring the future success of the center are a winning combination,” Jordan said. Meyerski began her career with MKCCC in 1983 when she was head teacher for the preschool program. She left in 1988 to become lead teacher for the Astor Early Childhood Programs/ Head Start in Poughkeepsie and in 1996, she was named as-

sistant director/teacher at the Precious People Early Learning Center in Westfield, N.J. Meyerski returned to Mount Kisco Child Care Center in 1998 as the program director and has held this position since. “We are very pleased to announce this appointment,” said David M. While we are saddened to see Dottie retire, we will continue to celebrate her accomplishments.” A graduate of SUNY Oneonta, Meyerski holds a Bachelor of Science degree in elementary education. He graduated from Baruch College with a Bachelor of Business Administration after receiving his Associate of Applied Science degree at Kingsborough Community College. Giordano enjoys hiking, fishing and the outdoors and resides in Holbrook with his wife Lorraine and son Phillip. He has been a member of the Holbrook Chamber of Commerce for the past seven years, for the Boy Scouts of America for the past 15 years and has volunteered with the Alzheimer’s Association for six years. In August 2002, Giordano was honored by the Boys Scouts of America for his leadership in training and development. In May 2008, he received the Matthew Schure Award for helping youth with developmental disabilities. He has also been a member of the Senior Umbrella Network of Suffolk for seven years.
