• On full throttle, the EGR is always closed, so there is just no exhaust-gas recycled.
• On half throttle, the recycled exhaust-gas is just used to cool down the temperature in the cylinder, and produce more power with less throttle losses. A nice side effect is to better the emissions, but it's not the real purpose for invention.
