Mission
The mission of the Environmental Technology Centre is to support Environment Canada�s
national and international mandate for environmental protection by:
- developing and transferring knowledge in the areas of pollution measurement,
prevention, control and remediation and new technology in the areas of air pollution
and unplanned releases of oil and hazardous materials; and
- providing relevant specialised sampling and analytical expertise and services
of the highest standards.
Roles
- to support the regulatory role of Environment Canada by undertaking and promoting
research and development (R&D;), and technology advancement and transfer in measurement
and control of air pollutant emissions, and in response to unplanned releases of oil
and hazardous materials;
- to support pollution assessment and assist in solving environmental problems
associated with specific sources of air pollution or spill/waste sites that have
international, national, or regional implications by undertaking R&D; based on in-house
and external expertise and resources and co-operation with stakeholders;
- to manage or support Environment Canada�s programs related to measurement and
control of air pollution and releases of oil and hazardous materials by providing
relevant sampling, analytical, and quality assurance expertise and services;
- to promote the better integration of economic and environmental issues and to
foster a healthy and creative environmental protection industry in Canada through
information and technology transfer, and by supporting the development of national
and international technology standards and policies;
- to provide advice on environmental protection technology and emerging technical
issues relating to air pollution and response to spills of oil and hazardous materials
to the Department and other clients including the industry, provinces and territories,
other R&D; organisations, and the public; and
- to represent the Department and Canada in federal-provincial, national, and
international environmental protection technology organisations and programs and
act as full partners in the international community involved with the development
and application of leading-edge technology and technical standards for environmental
protection relating to air pollution and control of hazardous materials.

Appendix C. ETC Technologies Available for Commercial Licensing
- Measurement of Greenhouse Gases from Canadian Landfills - The Dynamic Dilution Tube enables reliable measurement of greenhouse gases from landfills. This is unique because it allows the simultaneous measurement of the flux
of the greenhouse gases carbon dioxide and methane from landfill surfaces.
- Microwave-Assisted Process (MAPTM) - The patented microwave-assisted processes use microwaves to enhance extraction of chemicals from target materials. This reduces energy and solvent consumption, processing time, and waste
production and increases extraction yields and purity.
- Multi-Dynamometer Simulator (Multi-DSTM) - The dynamometer provides state-of-the-art road simulation and measurement of motor vehicle performance, enabling optimum tuning of vehicles for efficient operation and lower maintenance costs.
This translates into lower fuel consumption and exhaust emissions.
- Dynamic Dilution On-/Off-Road Exhaust Emissions Sampling System (DOES2TM) - This is a versatile, portable emissions sampling system capable of providing real-time emissions characterization on a variety of on- and
off-road vehicles/engines.
- On-Board Fuel Emulsification System - This technology mechanically enables the on-board
emulsification of water with diesel fuel to produce blends that can be adjusted from 0 to 40%
water without the use of surfactant. Use of emulsified fuels is recognized as a method of
significantly reducing exhaust emissions, including greenhouse gas emissions.
