Counsel and council are pronounced the same, but they have different (though related) meanings. Counsel is a verb meaning “advise” and a noun meaning “advice” or “instruction.” It can also be used as a noun to refer to a lawyer. Council is a noun referring to an advisory or legislative body of people.

Outside counsel focuses on managing legal risks. In-house counsel shares this concern for risk, but their day-to-day immersion in the company gives them the perspective to balance those risks against the company's larger strategic objectives.

On the other hand, Legal Counsel typically reports to the General Counsel or another senior legal executive and focuses on specific legal matters within their area of expertise. Responsibilities: General Counsel's responsibilities extend beyond legal advice and compliance.
